Lower settings draw fewer pixels, which is what most phones and older laptops actually run out of. Camera motion is the gentle drift the camera carries while it follows a unit or a battle; it costs nothing to draw. Everything applies straight away except Anti-aliasing, which takes effect next time the game loads.
